What filings can Cover Whale issue and how long do they take?

Filing requirements may vary for each business; however, Cover Whale can typically complete the following types of filings by end of the next business day after request:

  1. Form E filings - State-level filing for primary Auto Liability coverages. Exempt states: Arizona, Delaware, Florida, Georgia (if interstate), Maryland, Nevada, New Jersey, Oregon, Pennsylvania, Utah, and Vermont.
  2. Form H filings - State-level filing for Motor Truck Cargo coverages. Only considered for Illinois and Pennsylvania at this time; send a request to filings@coverwhale.com for review and Cover Whale will attempt to submit the filings where eligible.
  3. DOT BMC 91x filings - Federal-level filing
  4. MCP 65 filings - Specific to California; requires a California carrier identification number
    1. You may review the status of a submitted MCP65 filing by searching the CA ID on the DMV site per this link. 
  5. TXDOT filings - Specific to Texas; requires a certificate number
  6. MCS-90 Form - Found in the Auto Liability policy package

Please note:

  • Federal Filings are required for motor carriers crossing state lines (interstate) and serve as proof of carrying the required coverages based on the operation at a policy level. These are processed through FMCSA. The policy insured name and business garaging address must match the FMCSA Licensing & Insurance details for successful processing. Address mismatches, name mismatches, and multiple docket numbers may result in delays, and possible rewrite requirements.  
  • State Filings are required for motor carriers within state lines (intrastate) and serve as proof of carrying the required coverages based on the operation at a policy level.
  • DMV Reporting is required for confirming coverages at a vehicle level for specific VIN numbers, which may be necessary for plates/registration.
  • Maryland FR-19 can be completed by any licensed agent in the state of Maryland.

      You will need the title number associated with each VIN to verify the insurance details.

    • Financial responsibility for MD is only met by the primary Auto Liability policy programs written with Cover Whale. NTL or TGL do not meet these requirements. 

  • Florida International Registration Plan (IRP) may be required for Florida-bound policies and is not a process/filing type Cover Whale can submit on behalf of the policyholder. Contact information and details for FL IRP can be found following this link. 
  • Uniform Intermodal Interchange and Facilities Access Agreement (UIIA) - This must be submitted by the servicing agent, further details found here.
