Who is responsible for issuing refunds to a policyholder?

Who issues the refund when a return premium exceeds the loan balance, leaving funds due back to the policyholder. This typically occurs upon cancellation.

Direct Bill policies financed with a premium finance company

Cover Whale sends the return premium directly to the designated premium finance company (PFC). The PFC applies the funds to the insured’s outstanding loan balance. Agents can track those funds, and any refund that may be due to the insured, through our premium finance partners’ online portals.

If a financed Direct Bill policy has endorsements that were paid in full, any return premium from those endorsements still goes to the PFC, not to the agency.

Direct Bill – Pay in Full policies

Cover Whale sends the return premium directly to the agency. The agency is responsible for forwarding the funds to the insured.

Agency Bill policies

Cover Whale sends the return premium to the agency unless it was already taken on statement. A premium finance company may occasionally ask that the return premium be sent directly to them; we will contact the agency before doing so. The agency is responsible for disbursing the return premium to the appropriate party.

Timing and processing

  • Cover Whale releases return premiums only after validation and review.
  • Release batches go out once a week, on Fridays. When Friday is a holiday, the return premium is released the business day before or after.
  • Please allow up to 10 days for processing once the return premium is released to the PFC or the agency.
  • Cover Whale cannot issue a return premium refund directly to the policyholder.

Direct Bill policies financed with a PFC - timing and processing

  • Once the PFC applies the return premium to the loan and a refund is due, each PFC follows its own guidelines for where that refund goes. Some issue the check directly to the insured; others send it to the agency, and the agency is then responsible for getting the check to the insured.
  • If the return premium has not yet been released to the PFC, email billing@coverwhale.com and ask us to release it. We will add it to our return premium queue. We cannot commit to a specific release date, but we understand that the funds need to reach the PFC before the insured can receive any refund potentially due to them, so we will send them as soon as they are available for release.

Please note: The insured remains responsible for paying the PFC on time, even when the return premium has not been applied to the loan yet. The loan and the policy are separate agreements, so a cancelled policy does not cancel the loan.
