A pre-bind review is required when quoting fleet policies with Cover Whale. For this business type, we feel it's especially important to review in advance of the policy binding to protect our agent partners and policyholders--we understand that a post-bind cancellation can negatively impact everyone involved, and our pre-bind review process helps solve for that.

Here's how you can help ensure that you're receiving the lightning-fast experience you've come to expect from Cover Whale when quoting fleet business:

Fleet Definition

Cover Whale defines fleet business as any policy including eight or more power units. The pre-bind review process will only apply to submissions matching that criteria.

General Guidance

  • Submit your application for coverage through our platform, ensuring the application is complete, and all information is accurate.
  • Please ensure the driver and vehicle information included on your submission are accurate and there are no discrepancies with FMCSA. An explanation is required for any discrepancies.

Required Supporting Documentation

Please ensure the following supporting files are uploaded in a PDF format to the Files section of your submission:

  • Driver / Vehicle Schedule
  • Motor Vehicle Records (MVRs)
  • International Fuel Tax Agreement (IFTA) (most recent) (only required for policies with 15+ power units)
  • 3 years of valued loss runs for ALL carriers aligned with verifiable insurance history (5 years for policies with 25+ power units) For losses which are open and/or have high incurred payouts, please provide a police report or a large loss report. 
  • Effective Date (need-by date)
  • Medical Examination Report (MER) form (long medical form) for operators who are 65+
  • Electronic logging device (ELD) or camera information
  • Safety plan with tailored course of action to address any excessive out-of-service (OOS) scores or compliance scores (if available)

Required Narrative

Please upload a PDF with the following information:

  • Reason for shopping
  • Producer's relationship to the policyholder
  • Note advising whether the submission is for controlled or new business
  • Cancellation context
    • Canceled or competing terms
    • Notice of cancellation (NOC) or new competition
    • Reason for prior cancellation or non-renewal
  • Intent to place with Cover Whale
    • Explicit narrative confirming intent to bind with Cover Whale (brief explanation as to why this is a good fit for our program)
  • Risk management strategy
    • Overview of how the agency is positioning its services (i.e., What programs, tools, or insights will be provided to the policyholder?)
